If they had a set number of chances, they'd have used them up many centuries ago. If you're a Catholic priest, and the hierarchy are making it too difficult to perform your duties, retire. If you're a lay Catholic, the fitness for office of a member of the hierarchy is irrelevant to whether you stay or go (according to the tenents of the creed you adhere to). In either case, you have a duty to seek to improve the institutional church in whatever way you can.

I've joined the group. I think it's a bit extreme to ask to have the PN expelled, but they don't have a facebook group up to ask the government to threaten to kick the papal nuncio out if the non-compliance of the Vatican does not cease in the immediate to short-term.

I'm sympathetic to the church. Many commenting in the press and online think of the church solely in terms of the hierarchy. It's not. The good work carried out by thousands of priests, nuns and laity is overshadowed by those power-hungry enough to make it to the top. When I hear calls to strip the church of its assets or to kick them out of education (when it's really the government that needs to get into education) I can't help but roll my eyes at many of the suggestions. The RCC needs to change its selection criteria for Bishops at all costs. It rewards those who attempt to avoid controversy at all costs. In this sense, it's not all that different from many of the other institutions on this island. Those who rock the boat are drowned, and those that sweep problems under the carpet while ruthless pursuiting power are always rewarded.
