On more substantive issues I agree that it is a narrative of a general approach as to the type of society we desire and the approach we collectively (generally) believe will help us move forward.

However it is in effect only a mission statement. Like all mission statements it is timeless and should broadly guide the response to general and specific events.

As such it is not a new addition or interpretation to the Govt.&#039;s philosopical approach to the running of the state. It is, rather, a well worn creed thats been used before. In and of itself a general speech like this, short on actual strategies, could still by itself represent a definite change or reevaluation of a Govt.s direction. A reevaluation similar to that we will surely hear from Obama tonight.

Cowen has pulled out the &quot;FF the Republican Party&quot; rabbit out of the hat once more with the ribbon of social partnership. 

I dont not support that this is a new start and god knows we do need it.</description>
