I am going to make the wild call here that his supervisors will deny any knowledge but even to do so would be indicative of such a clear failure of oversight by the board that they should resign.
If they knew that the procurement process was being conducted in a fashion that could at best be described as ad hoc then they should resign as that was a clear failure on their part as well.
The minimum sanction should be resignations and the maximum should be determined by the appropriate body if thats warranted.
