		<description>It&#039;s an interesting sign of Cowen&#039;s leaner approach.  Note the report a few days ago that he had banned the special advisers and program managers from Cabinet subcommittee meetings. I think this move had no downside: it gets Des Richardson out of the inner circle (I wonder does Cowen suspect that Richardson is going to be declared an uncooperative witness?), it&#039;s a good signal to the Greens and unions, and takes away the awkwardness of JP McManus there every year as a tax exile.</description>
