100 Days of Pat Rabbitte in Office

Will look something like this it seems, Pat today announced a 100 day in office plan (modelled on this?). Below are the ten priorities (from labour.ie):
PAT RABBITTE: FIRST 100 DAYSWithin 100 days of being in office, Labour will:
1. Cancel all plans for superprivate clinics.

2. Instruct the HSE to identify locations for additional hospital beds.

3. Appoint a Director to roll-out a programme to deliver pre-school education, based in the Office of the Minster for Children.

4. Instruct the Garda commissioner to implement the civilianization programme and begin deployment of 1,000 additional community Gardai.

5. Make a Government decision that the means test for carers will be
abolished in our first budget and Social Welfare Bill.

6. Instruct the National Treasury Management Agency to establish a fund for the ‘Begin to Buy Scheme’.

7. Create a Department of Energy, Climate Change and the Environment. announced in energy policy

8. Publish a Bill to set the 0.7% of GNP ODA target in law.  for what year?

9. Instruct Dublin Bus to order first tranche of new buses.

10. Double capitation fees for primary schools for 2007/2008 school year.  costing E170 million he stated on news at one

    This 100 days thing is just waffle and spin on their manifesto. Some of this is not really achievable in 100 days or if it is it isn’t really doing anything.

    1. Cancel all plans for superprivate clinics.
    - OK that could be done.

    2. Instruct the HSE to identify locations for additional hospital beds.
    - It’s easy to “instruct” but don’t think the job will be done in 100 days

    3. Appoint a Director to roll-out a programme to deliver pre-school education, based in the Office of the Minster for Children.
    - I assume they will have no problem finding someone to take up a highly paid civil service job but will they have a job spec, office, staff etc in place in 100 days.

    4. Instruct the Garda commissioner to implement the civilianization programme and begin deployment of 1,000 additional community Gardai.
    - Can you train 1000 Gardai in 100 days?

    5. Make a Government decision that the means test for carers will be abolished in our first budget and Social Welfare Bill.
    - It’s easy to make a “decision” but don’t think the anything real will be done in 100 days

    6. Instruct the National Treasury Management Agency to establish a fund for the ‘Begin to Buy Scheme’.
    - It’s easy to “instruct” but don’t think the job will be done in 100 days

    7. Create a Department of Energy, Climate Change and the Environment. announced in energy policy
    - OK that can be done because I think it is really just a name change with some small movements of staff around departments.

    8. Publish a Bill to set the 0.7% of GNP ODA target in law.
    - That can be done

    9. Instruct Dublin Bus to order first tranche of new buses.
    - It’s easy to “instruct” but don’t think the job will be done in 100 days.

    10. Double capitation fees for primary schools for 2007/2008 school year.
    - The School year 2007/2008 is more than 100 days after the election unless they plan to drag out of the coalition negotiations with Fianna Fail.
