		<description>There is no immediate impact on Vivas.  They still have their RE &quot;holiday&quot;; Mary Harney stated in the Dail that their existing holiday will not be affected by the withdrawl of the holiday generally.  However, Vivas had suggested that they might switch underwriter at a later date, and therefore be eligible for the holiday again (as Quinn Group planned).  Vivas will not, now, be able to do this.

Just watching the Dail debate live ... this is a scandal.  Whether you agree with the Bupa situation or not, or risk equalisation for that matter, no country should be run in this haphazard manner.  

No Government should rush through legislation on a matter like this after-hours.  It will give our economy and regulatory structures the appearance of being built on shifting sands.  This whole saga is very bad for Ireland&#039;s reputation - and while I&#039;m sure lots of people would retort that they don&#039;t give a damn, protect the elderly, etc., we can see many other areas where a similar approach to legislating is adopted by this Government.</description>
