What is a hung Dail these days?

I’m curious as to what the media definition of a hung dail is these days. They are trying to tie Pat Rabbitte in knots asking him what he will do if the Dail is a ‘hung’ one but it would seem the media can’t decide what a hung Dail is. The idea of a hung Dail comes from the British system where a hung Parliament arises if one party does not have a majority. Yet, we’ve had that in every election since Feb ‘82.
Wasn’t the ‘97 Dail with 77 FF, 4 PDs a hung one? And since both the government parties are fighting the election as separate parties is it wrong to that suggest this is a hung Dail.
And why don’t the press go the whole hog and ask Michael McDowell if his party will vote for Enda Kenny as Taoiseach if the options are Ahern supported by SF and independents, or FG/Lab/Grns?

Very true - there’s not really such a thing as a hung Dail in Ireland, just minority Governments.
You could say that a hung Dail is one where there is no majority party, no possible coalition between any combination of partys and a situation where all legislation put forward by one party was instantly blocked by the rest out of pettiness or spite (and so nothing could be done by any party)… but that’s a hell of a lot of big ‘ifs’, and it would assume that political parties like to be seen to stop legislative progress in order to get one over those on the other side.
Does it make any difference if it is Hung or not.
It would seem to for the Independent. And do you have a definition of ‘Hung’ since you gave it a capital letter?
